To support our continued growth in the European Institutions market, we are looking for (Junior) Consultants to join our EU & ADS Consulting team based in Brussels.


Job Description

During your first months, your primary focus will be on business development and proposal management. This is a unique opportunity to rapidly develop an in-depth understanding of the European Institutions, their priorities, procurement mechanisms and consulting methodologies before progressively taking ownership of consulting assignments and customer engagements.

You will contribute to high-impact assignments for the European Commission, EU Agencies and other public bodies at national or European level, combining policy expertise, business consulting and digital transformation. You will also play an active role in developing new business opportunities and strengthening Sopra Steria's long-term partnerships across the European and Belgian ecosystem

Your role

Unlike traditional consulting positions, this role offers a unique learning path.

During your first months, your primary mission will be to contribute to the preparation of strategic proposals for European Institutions and EU Agencies under the supervision of more experienced colleagues. Proposal development is considered an integral part of our consulting practice and the best way to acquire an in-depth understanding of European policies, customer priorities, consulting methodologies and delivery approaches.

By contributing to winning proposals, you will progressively develop the expertise required to lead consulting engagements and become a trusted advisor to our clients.

Your first mission: EU Bid & Proposal

You will become a key contributor to Sopra Steria Next's Business Development activities across the European Institutions.

Your responsibilities will include:

  • Analysing Calls for Tenders, Framework Contracts and Terms of Reference issued by the European Commission, EU Agencies and other International Organisations;
  • Understanding customers' strategic priorities, policy objectives and business challenges;
  • Conducting preliminary research, benchmarking exercises and policy analyses;
  • Designing and adapting consulting methodologies aligned with client expectations;
  • Defining project governance, delivery models, implementation strategies and quality assurance approaches;
  • Contributing to the development of work packages, project plans, stakeholder engagement strategies and implementation roadmaps;
  • Coordinating technical contributions from consultants and subject matter experts across multiple countries and business units;
  • Drafting high-quality technical proposals, methodologies, executive summaries and management sections;
  • Supporting resource planning, staffing strategies and pricing exercises;
  • Ensuring proposal quality, consistency and compliance throughout the submission process.

As your expertise grows...

As you progressively develop your expertise and understanding of the European ecosystem, you will increasingly participate in consulting assignments for our customers.

This includes:

  • Delivering strategic studies, evaluations and impact assessments;
  • Supporting the design and implementation of European public policies;
  • Developing digital transformation strategies and roadmaps;
  • Facilitating workshops, interviews and stakeholder consultations;
  • Supporting organisational and business transformation programmes;
  • Designing operating models and improving business processes;
  • Managing work packages and progressively taking ownership of customer relationships;
  • Contributing to the development of new consulting offerings within EU ADS.

Qualifications

We are looking for curious, ambitious and entrepreneurial consultants who are passionate about Europe and public sector transformation.

You have:

  • A Master's degree in Economics, Political Science, Public Administration, European Studies, Engineering, Computer Science or another relevant discipline;
  • Between 1 and 2 years of professional experience in consulting, public affairs, project management or European programmes;
  • Excellent analytical and synthesis capabilities;
  • Outstanding writing skills in English with the ability to produce high-quality deliverables;
  • Strong research capabilities and the ability to quickly understand complex policy environments;
  • A structured mindset and strong attention to detail;
  • Excellent communication and stakeholder management skills;
  • Curiosity for European policies, innovation and emerging technologies;
  • A proactive attitude with the willingness to learn and grow rapidly.

Experience with European Institutions, EU Agencies or proposal writing is considered an asset but is not mandatory.

Fluency in English is mandatory. French and/or Dutch are considered an advantage.

Experience with AI tools and an interest in responsible Artificial Intelligence are highly appreciated.
