Job Description

For this position, we are looking for a Technical Project Manager (Cloud) to assist one of our key clients – a leading global investment bank.

The Cloud Adoption & DevSecOps Office (CADO) is driving the next phase of cloud transformation across APAC. We are looking for a highly analytical and technically strong Technical Project Manager to support the design and execution of cloud adoption initiatives across all 10+ APAC countries.

This role requires someone who can translate strategic cloud direction from global headquarters into practical, scalable, and cost-conscious implementation plans for the region. The ideal candidate will combine technical depth (Infrastructure), structured problem-solving, strong communication skills, and executive-level presentation capability. The person will work closely with regional leadership, country teams, architecture teams, infrastructure/platform teams, and global stakeholders to shape actionable cloud adoption roadmaps using existing technology refresh wherever possible.

 

Cloud Strategy Translation & Solution Structuring

  • Understand cloud strategy, architectural direction, and transformation priorities coming from global headquarters.
  • Translate central strategy into pragmatic regional implementation models suitable for APAC environments.
  • Assess existing infrastructure, application landscapes, platform capabilities, and country constraints to identify practical adoption opportunities.
  • Help define cloud adoption building blocks, target-state patterns, and reusable implementation approaches across countries.
  • DevSecOps Practices: Partner with CIO DevSecOps expert to track DORA metrics and drive continuous improvement.

 

Budget-Conscious Transformation Planning

  • Work closely with regional teams to align cloud adoption plans with existing technology refresh budgets or to highlight budget requirements with relevant ROI.
  • Strong proficiency in Excel with the ability to perform financial analysis, track budget, model investment scenarios and support cost-conscious decision-making.
  • Identify opportunities to leverage planned refresh cycles to accelerate cloud modernization without creating unnecessary incremental spending.
  • Build logical, financially aware implementation proposals that maximize value across the 10+ country portfolio.

 

Technical Project Delivery

  • Structure and coordinate cloud adoption workstreams across multiple countries.
  • Drive planning, dependencies, risk tracking, governance, and execution follow-through.
  • Work with infrastructure, platform, DevSecOps, architecture, and country teams to ensure alignment between strategy and execution.

 

Stakeholder Management & Executive Communication

  • Prepare clear, structured, and high-quality presentations for senior management, steering committees, and regional governance forums.
  • Support leadership in framing cloud adoption proposals, investment narratives, and execution progress updates.
  • Participate in meetings with senior stakeholders and represent the project in a confident and professional manner.

Qualifications

Required Experience: 

  • Strong experience in technical project/program management within infrastructure, cloud transformation, platform engineering, or enterprise architecture environments.
  • Good understanding of cloud adoption, cloud migration patterns, infrastructure modernization, automation, DevSecOps, and platform engineering concepts.
  • Ability to engage technically with architects and engineers while also translating discussions into business ready decisions.
  • Experience working across multiple countries, distributed teams, and regional/global governance models.
  • Experience preparing senior management presentations, steering committee materials, and executive level communication.
  • Knowledge of banking-sector regulatory frameworks and experience embedding controls into technology programs is a plus.
  • Excellent communication with 8-12 years of experience with 5+ years in Technical Project Delivery and direct exposure to Cloud, Infrastructure platform engineering, automation and/or DevSecOps environments.
